BandMatrix(Int32, Int32, Int32, Int32) Constructor

Create a new band matrix with the given number of rows, columns, and bandwidths. All stored cells of the matrix will be initialized to zero.

rows Int32: The number of rows.
columns Int32: The number of columns.
lowerBandwidth Int32: The number of sub-diagonals stored below the main diagonal.
upperBandwidth Int32: The number of super-diagonals stored above the main diagonal.
