Create a new band matrix and initialize each stored value to the same provided value.

Parameters

rows  Int32
The number of rows.
columns  Int32
The number of columns.
lowerBandwidth  Int32
The number of sub-diagonals stored below the main diagonal.

The number of super-diagonals stored above the main diagonal.
value  Double
The value to initialize each stored element to.

Return Value

BandMatrix
The created band matrix.
