Create a new matrix with a type that can represent and is closest to both provided samples.

Syntax

example MatrixT: The first example matrix.
otherExample MatrixT: The second example matrix.
rows Int32: The number of rows for the new matrix.
columns Int32: The number of columns for the new matrix.
fullyMutable Boolean (Optional): true if the new matrix should be fully mutable, false otherwise.
