Parameters

rnd  Random
The random number generator to use.
values  Int32
The array to fill with the samples.
lower  Int32
Lower bound, inclusive. Range: lower ≤ upper.
upper  Int32
Upper bound, inclusive. Range: lower ≤ upper.

Return Value

a sequence of samples from the discrete uniform distribution.
